Disable php mail for spamer clients

Hello,

Sometimes my clients install untrusted scripts to their account what causes spaming, because these scripts sending high number of spam emails. Is there an automatically way to disable php mail function, or disable the account temporary?

It's also good for me if I can check the outgoing messages from the clients. I tried the following tutorial...
